Previous plants signed a unique agreement with farmers containing details on the variety of tubes, the amount of piping supply and the frp to be paid to farmers. When this problem alerted the Sugar Commissioner, the Sugar Commissioner, Saurabh Rao, issued a communication clearly mentioning the need to sign a separate agreement between the buyer (sugar mill) and the tube seller (farmer).
